HOLLISTON — The Economic Development Committee discussed systemic barriers to business startup in Holliston. Boston Honey Company founder Andy Resesca presented details of permitting delays and conflicts with the Building Inspector, prompting committee consensus that the system requires reform. EDC Coordinator Kevin Rudden will serve as a "gatekeeper" to coordinate business inquiries across departments, and the committee discussed assigning the Town Manager to enforce departmental deadlines.

The committee also discussed establishing Service Level Agreements and an EDC New Business Playbook to set business expectations, and heard briefings on state and federal small business workshops planned for November and zoning changes to enable "by right" business startups.
