Holliston Sewer Commission approves easement agreement language and plots district expansion strategy. Members Stacia Gelineau, John Cronin, Kevin Cornwell, James Keast, Pio Lombardo, and Kevin Rudden unanimously endorsed easement materials establishing that septic tank ownership transfers to the commission only at construction start, not upon easement signing. Tax Assessor Kevin Rudden presented a commitment-based billing model matching water-billing procedures, avoiding the complexity of a formal taxing district.
The commission is pressing MassWorks to restructure a rejected pre-contract application combining two separate project timelines into a single document with unified budget and schedule. The town has received $1.092 million in congressional funds for the downtown sewer project with a two- to three-month window to access the money.
