HOLLISTON — Zoning Board of Appeals denies Simmons appeal, upholds animal-keeping enforcement. Chair Jay Peabody, Vice Chair Elizabeth Dembitzer, and member Vladimir Nechev voted unanimously to deny Courtney Simmons's administrative appeal regarding property at 149 Dodd Drive, finding the applicant had not met the burden to prove the Building Commissioner's determination was plainly wrong. The Board acknowledged reasonable minds might disagree whether keeping animals qualifies as an accessory use, and referred nuisance concerns to the Board of Health for livestock regulation consideration.
The Board also continued the Concord Street Apartments comprehensive permit hearing to March 24, 2026 at 7:00 p.m., with parties working on draft conditions addressing HVAC noise performance standards and driveway screening language.
