Town Manager Frank Gervasio presented internal findings showing the fund's reported appropriation figures diverged from actual town meeting votes beginning in fiscal year 2022, leaving a recalculated fiscal year 2027 starting balance of roughly $704,000 — approximately $830,000 below the town's financial policy target of 2 percent of the omnibus budget. Gervasio cited a Munis software reconciliation feature that fell out of use as the primary process failure, and said the town will engage a third-party auditor and a separate consultant to help close the fiscal year 2025 books in time for free cash certification before the October 19 Fall Town Meeting.
Vice Chair Damon Dimmick questioned why the gap, visible in the $7 million DPW appropriation year, was not caught by the town's auditors: "It seems kind of basic to be able to just tie what came out of town meeting to what's in the transfers." The board also reached consensus behind a $30,000 Community Preservation Committee application to pilot a 12-month regional shared housing services arrangement based in Hopkinton, and deferred a resident's request to fly the Brazilian flag at Blair Square pending a broader policy discussion on foreign national flags.
