Holliston Select Board Approves 2.5 Percent Water Rate Hike for FY2027

Holliston Select Board unanimously approved a 2.5 percent water rate increase for FY2027 and directed abutters notification for a proposed $47.5 to $49 million DPW facility at Arch Street. Chair Benjamin Sparrell, Vice Chair Damon Dimmick, and Clerk Tina Hein voted 3-0 to set the new rates during a formal public hearing, also extending the tier-two billing cap to three-family residential properties, covering 19 accounts in town, and holding the $8 water meter fee flat. Weston and Sampson project architect David Steeves reported the Arch Street DPW facility has been trimmed 20 percent in square footage to 40,000 square feet, with a remaining cost estimate of $41 million to $43 million after $6.5 million in prior appropriations; an independent cost estimate is due in early April ahead of a May 2026 Town Meeting construction-funding vote.
Town Manager Frank Gervasio told the board that a 30-year borrowing at 4 percent interest would produce an average annual tax bill increase of roughly $250 for a home assessed at $730,000. The board also learned that Congressman James McGovern's office secured $1.092 million in congressionally directed spending for the town's downtown sewer project.
