Holliston Select Board drops DPW article, pivots to Cross Street site review

Holliston Select Board unanimously removes DPW funding article from May Town Meeting Warrant, citing possible Cross Street alternative. Chair Benjamin Sparrell and the full board voted 3-0 Monday to reopen and amend the May 2026 warrant, stripping Article 20 after word emerged that 20 Cross Street may soon leave Land Court and offer a cheaper DPW site than the current Arch Street plan, which would have required costly fill and retaining wall work. Clerk Tina Hein said the move is "not a commitment" to Cross Street but "a commitment to due diligence." The board also voted 3-0 to authorize Town Manager Frank Gervasio to execute power purchase agreements with Solect Energy for rooftop solar at Adams Middle School and Placentino Elementary, projected to save a combined $1.97 million over 20 years at fixed rates of 5.63 and 5.67 cents per kilowatt hour against an avoided grid cost of roughly 18 cents.
The Finance Committee had voted 7-0 against recommending the Arch Street funding article, a fact Hein called "a significant surprise" that demands re-engagement before any fall warrant article.
